If they are attacking the West Bank aren’t they terrorists? If I grabbed a bunch if guys and attacked Canada I wouldn’t be called a “settler” I would be called an invading terrorist/militia. I would not be a civilian but rather an enemy combatant, or am I entirely misunderstanding the law here?

Before anyone objects that Israeli settlers aren’t directly controlled by the Israeli state, I’d point out that they sure as fuck are given a blank check to commit this kind of violence, and that Israel could very easily put a stop to this. This unpunished violence is nothing less than state-sanctioned terrorism, and has never been anything less.
They don’t need a uniform to be operating with the consent of the Israeli state.
The settlements are illegsl and build by israel so of course israel is responsible for the action. The obligation under international law is to dismentle them all but iarael doesn’t even bother to deport the moat extreme ones
