The province has absolutely no right to do any kind of prioritizing access to services. This has to be challenged in court. All residents of Canada, whether citizens or not, pay the same taxes and are entitled to exactly the same government services. Among other reasons, you have to be in Canada for three years before you can even apply for citizenship.
