Why doesn’t Newsom just issue a countermanding order to stand down, or to protect Californians from an invading force, citing the illegal and unconstitutional nature of the federal orders?

I mean, maybe having a court order would add some judicial heft to such an order, but in the mean time, Stephen Miller might get the Reichstag fire incident that he’s clearly angling for.
