      A significant portion of the US military budget goes to R&D. Prior to the mango taking a second term they made a lot of that back selling the tech to “allies”. Bit less so these days…

        A significant portion of the US military budget is spent on graft, kickbacks, and outright fraud, disguises as research. Boeing is a case in point.
