Thanks for teaching me that the Halifax Examiner is a quality publication! I know so many Atlantic Canada news outlets are now owned and manipulated by American right-wing private equity. Tragic. Especially for our democracy. I’m kind of inclined to take a news break for the next 4 years, but if I’m looking at news, I’ll check out HE 👊
tl;dr:
Long story short, at some point over the decades, the gate that could close off the transmission pipe was purposefully taken out of operation, but no one thought out what the implications of that might be. The obvious solution would be to build a storage reservoir for treated water at the plant, but that was evidently never considered.
