Seems a bit silly to install an app to do what cyberchef does in a browser. Is there something else I’m missing?

Not everyone likes to do that in the browser. They are mostly full with ads or other nonsense that read more data of your browser than needed. In addition, its Open Source and you can verify and even update the code. I used such tools in the browser a few times and always hated it. Such a native tool written in Rust is much, much better in my opinion.
Cyberchef is open source, and can easily be downloaded to run offline. No ads either.
That’s nice. But its still a browser application written in JavaScript and not everyone likes using the browser for that. Having alternative options is always good. In example I lean more towards Rust and can read the code and make changes the way I want.
