Democrats nor any party in power over the executive branch can implement new regulations without first defeating the lawsuits from the people who oppose them.Packing the SCOTUS might have helped with that.

Yes, I wish that more Americans would have chosen to vote in 2020 and 2022 so that we could have reformed the SCOTUS as well as you do. A POTUS cannot do that as it requires new laws.
He did not have a mandate: he had a Congress that just barely supported him.
