The article’s pretty sparse on the details of what the plans actually are, unfortunately.
We’ve had a plan for a while. Net zero by 2050 in accordance with the internationally coordinated climate goals. You can read more here: https://www.canada.ca/en/services/environment/weather/climatechange/climate-plan.html

I have a goal to be a millionaire by the time I’m 65. I sort of have a plan to get there but it’s amateur at best.
