Why would ISIS do that? Hamas has done it and achieved desired effect - Israeli reaction to the act of terror with sequential condemnation by many countries of the Israeli responce. ISIS wants unification of Muslims under their banner into Khaliphate. Having terror act in Israel only unite Israelis in their fight against terror and will validate Israel in the eyes of the world.
Muslims aren’t exactly popular in Russia, and maybe there’s an opportunistic element to it. Israel likely has it’s defences up.

Ukraine allowed 2013 Maidan CIA colour revolution and giving away their sovereignty to USA. The leaked call between Victoria Nuland and Geoffrey Pyatt tells us this.
Ukrainians are guilty for killing thousands of ethnic Russians in Donetsk Basin region, to allow setting up biochemical labs on shared border with Russia, and acting as a NATO proxy to destroy Russia. Ukraine should have refrained from becoming a condom for USA/NATO weapon makers’ fantasies, and stayed a neutral peaceful country sandwiched between Russia and Europe.

Well the important thing is that ISIL achieved all it’s goals, fixed its woes, has solved all the problems of the world by murdering 133 people at a concert hall. I’m sure that the improvement in life for them and all their members is bound to be tremendous and all their problems are now solved.
