    ANY time you have the Authority & the Consequences/Responsibility divorced from each-other…

    …you inevitably get greater dysfunction/corruption/wreckage.


    Governments need to be orthogonal to each-other, departments of 'em, too.


    Those roads are in Tarana, they need to be governed & managed within Tarana.
