As someone who lives in Spruce Grove, I am totally okay with this plan, only because I am exempt.
What I would like though is a separate highway, or even two lanes in the Yellowhead, that anything bigger than a pickup is not allowed to use. If that meant a toll, so be it. During rush hour traffic the cube-vans, garbage trucks, semi’s etc are assholes. Not uncommon to see a semi pull into the left lane right after a merge, doing ~40 under the speed limit to pass the semi that merged in front of him, resulting in complete fucking chaos.
