    Edit: It is suspected that the Kremlin occasionally allows opposition candidates, for a number of reasons: 1. It may be an attempt to show that elections are legitimate and Putin is not just running alone. Or. 2. It’s a way to judge public sentiment or track regions and communities that are starting to oppose the government and Putin. At a minimum, it’s an efficient way to help create targeted propaganda.

    Sure. You can vote in Russia, but it’s not for the reasons that you think.
