    Morally, no people? Realistically, I suppose it depends on how much propaganda and indoctrination they were exposed to allowing some shift of blame to the state. However, after killing one innocent person deliberately because “orders”, no amount of environmental cause is enough to remove all of the blame. They consciously chose to obey that order instead of disobeying.

      Have you heard of the Milgram experiment? It takes an incredible amount of strength, that most people don’t have, to disobey orders from authority, even if you think the orders are immoral.
