I suspect Hemlock is a man. There are no pronouns used in the English so I checked the Japanese translations. The director doesn’t use an honorific for Hemlock and Yor refers to him as “-san”. I know that isn’t concrete but in special mission 15 the doctor refers to Fiona with “-chan” so I’m going with Hemlock is likely male.
