Saskatchewan has SaskTel which is a crown corporation. But in other places the backbone is all owned by the big 3 and they sell space on their fiber or towers. If I remember Rogers has ~40% of the Ontario market. SaskTel has ~70% of Saskatchewan’s.

I thought that even the smaller companies were either owned by the big 3 or used their infrastructure. I’d love to he proven wrong though!
